Project mugatiya requires a web/application server capable of Serving Php. It requires Php's curl extension. Php and curl are now pretty much standard on all shared hosting providers and most VPS providers. It does not require a database.
Please be careful as this runs as an IP:Port proxy, you can potentially run up immense bandwidth bills if your users watch videos and download lots of images.
